Full source code and admin access are handed over at launch — the site is yours to run, host, and extend with any developer. There's no subscription and nothing added later; the only future cost is renewing the domain and hosting once this term ends.

Any host, any registrar

Hostinger is the recommendation above, but if you'd rather use a different hosting company or domain registrar, that's entirely fine — it's set up and configured the same way, for the same development fee.
